Ms. Barley joined Smith, Murdaugh, Little & Bonham, L.L.P. in December 2025 after working in the corporate section of a national law firm where she gained experience advising clients across a wide variety of practice areas, including corporate, general governance, real estate, and regulatory matters. Her practice includes the representation of municipal utility districts and other political subdivisions in the State of Texas. Ms. Barley advises clients on various public law matters including real estate matters, elections, property taxation, and regulatory compliance, and day-to-day operational and governance issues.

Education

Ms. Barley earned her J.D., summa cum laude, from South Texas College of Law Houston. While in law school, she served on the South Texas Law Review, was a President fellow, received multiple CALI awards for highest grade, and was a Langdell Scholar in Federal Income Taxation.  She received her Bachelor of Science in Advertising from the University of Texas at Austin.

Professional Affiliations

Ms. Barley is admitted to the State Bars of Texas (2023) and Colorado (2024) and is a member of the Houston Bar Association and the National Association of Bond Lawyers.

Community Service and Interests

Ms. Barley’s interests include traveling, reading, and cheering on her beloved Longhorns. She is also an avid Peloton enthusiast and enjoys spending time outdoors with her family. Ms. Barley and her husband have one son and two Irish doodles who keep them constantly on the go.
