The firm was founded in 1947 as Smith, Kronzer & Minter, and its practice today is concentrated in the areas of public law and public finance, typically with respect to the creation and representation of special districts, generally within the extraterritorial jurisdiction of the City of Houston. The firm also has represented cities, including the City of Houston, school districts, and other entities with respect to tax-exempt financings. We currently represent approximately 100 special districts, with the vast majority of them located in Harris and surrounding counties.
