Practice Areas:

Ms. Seipel joined Smith, Murdaugh, Little & Bonham, L.L.P. in October 2014 after working as an associate in the public law section of an international law firm based in Texas.  Her practice includes the representation of a fresh water supply district and other political subdivisions in the State of Texas, both as general counsel and as bond counsel. Ms. Seipel advises clients on various public law matters including real estate, elections, property taxation, and regulatory compliance.  Ms. Seipel also has significant experience representing clients in public law litigation and regulatory matters, with a particular focus on representing property owners and condemning authorities in condemnation proceedings.  Her practice also focuses on land use disputes and property taxation issues, including assisting with challenges to appraisal district valuations of real and personal property.

Professional Affiliations:

Ms. Seipel was admitted to the Texas Bar in 2010 and is a member of the Houston Bar Association and the Association of Water Board Directors.  She also was a participant in the City of Houston’s Municipal Prosecutor Program from January 2011 through May 2011, where she conducted numerous jury trials.

Education:

Ms. Seipel received her Doctor of Jurisprudence in May 2010 from South Texas College of Law, where she served as a member of the South Texas Law Review and the Texas Journal of Business Law.  She received her Bachelor of Arts in English, with honors, from the University of Texas in 2007.

  • Assisting in the representation of a city in the acquisition of easement rights for the construction of water pipelines that will span two counties.
  • Assisting in the representation of a city in the acquisition of easement rights for the construction of electric transmission lines and other utilities.
  • Assisting in the representation of a city in the acquiring of property for the expansion of its public works department.
  • Assisting in the representation of several water districts in eminent domain matters involving the acquisition of property for the construction of detention ponds, drainage swales, and other drainage facilities.

  • Assisting the representation of a corporation in the condemnation of its property for the expansion of Highway 183 and the sale of its remainder property.
