Senior Counsel
Ms. Parks originally joined Smith, Murdaugh, Little & Bonham, L.L.P. in September, 1991, practicing here through December, 2012. She left the firm briefly to be closer to her children and extended family and became a community banker in their hometown of Columbus, Texas. At the bank she worked in the areas of compliance and operations and was a Vice President. She returned to the firm in May, 2018 as Senior Counsel. Her practice has included the creation and representation of municipal utility districts and similar political subdivisions in the State of Texas as general counsel and bond counsel. She also represents municipal utility districts and a management district in the collection of delinquent taxes and assessments. Her administrative practice has included representation of clients before the Texas Commission on Environmental Quality and the State Office of Administrative Hearings. She advises clients on various public law matters.

Education

Ms. Parks received her Bachelor of Arts in Communications with a minor in Religion, cum laude, from Trinity University in May, 1986, and her Doctor of Jurisprudence from the University of Texas School of Law in May, 1991.

Professional Affiliations

Ms. Parks was admitted to the Texas State Bar in 1991. In addition to the State Bar of Texas, she is a member of the American Bar Association, Houston Bar Association, the National Association of Bond Lawyers and the Association of Water Board Directors. She has been a speaker at Association of Water Board Directors conferences. She is admitted to practice before the United States District Court for the Southern District of Texas.

Community Service and Interests

Ms. Parks has been a member of the Houston Livestock Show and Rodeo since 1996 and currently serves as a volunteer on the Show’s Junior Commercial Steer Feeding and Management Contest committee. She is director of the Magnolia Belle program for the Columbus Historical Preservation Trust, Inc., in Columbus, Texas and is a member of Tallowood Baptist Church in Houston. She has two grown daughters and a son-in-law who live and work outside of Texas and who she visits as often as she can.
