Practice areas:
Mr. Smith joined Smith, Murdaugh, Little & Bonham, L.L.P. in 1995.  His practice primarily involves the creation and representation of municipal utility districts and similar political subdivisions as general counsel, bond counsel for tax-exempt financings, and for the collection of delinquent taxes.  Mr. Smith also represents various types of emergency services organizations, including emergency services districts and volunteer and professional fire protection and emergency medical services departments, both as general counsel and with respect to tax-exempt financings.  In addition to representing several non-profit health care providers, Mr. Smith has represented developers of affordable housing and other non-profit corporations.  His administrative law practice includes representation of clients before the Texas Commission on Environmental Quality and the Texas Water Development Board.
 

Professional affiliations:
Mr. Smith was admitted to the Texas State Bar in 1995.  In addition to the Texas State Bar, he is a member of the American Bar Association, the Houston Bar Association, the Association of Water Board Directors, and the National Association of Bond Lawyers.  He is admitted to practice in the Southern District of Texas.
 

Education:
Mr. Smith received his Doctor of Jurisprudence degree from South Texas College of Law, magnum cum laude, in 1995.  He received a Bachelor of Business Administration in 1988 from Texas A&M University.
 

Community service and interests:
Mr. Smith has served on the Board of Directors of the Visiting Nurses Association of Brazoria County and the VNA of the Texas Gulf Coast.  His interests include scuba diving and offshore fishing.  Mr. Smith and his wife Amy have one son.
